Thanks for confirming what I suspected. The old pipe had been patched up several times by the water board but five years ago we paid about a grand for a new plastic pipe to be fitted, using a hydraulic mole. I shall have to hire a stone cutter and excavate where the two pipes join, I suspect the joint has come loose.

responsible unless you live in a house built pre 1937 in which case a section something or other situation might apply and the water co is responsible.
Sorry to be vague and give half an answer but in the Telegraph property section (2 weeks ago I think) there was a question that touched on this. Could be worth searching on the DT site to find out more.

Uh oh - might have been a red herring and apply only to sewers rather than supply pipes. Anyway it's a "Section 24".
