The windows FTP service is very insecure. Anyway that aside, it should be done by proper users/permission/rights/policies

Thanks RF, the key to solving my problem was setting up the ftp: user as a new user on the server then restricting their privileges and not allowing the specific ftp: folder to inherit it's parents rights etc.
All sorted.
