I noticed you have a n75 simplified system and new vacuum lines.
Was it just the flexible lines replaced? I had a similar fault on a Skoda Superb (same engine / vacuum setup) and it eventually turned out to be a tiny worn through hard plastic vacuum pipe section. These diesels do vibrate a lot and eventually can erode through the fixed pipes. Also double check the "T" off from the brake servo. Whilst I had the leak it had very little torque below 2500 revs - once fixed it got its mojo back and has been fine ever since.
If you disconnect the vacuum pipe before the variable vane turbo solenoid can you detect a vacuum suck? (with the engine running!)
With every thing in place with some one revving up the engine can you see movement of the variable vane plunger (dont know how visible it is on a bora - on a Superb it was easy to view)
